Scheduling a marina crew, when the wind decides who is busy
Weather advice written for other outdoor businesses assumes bad weather means fewer people. At a marina it usually means the same people somewhere else. That one difference reshapes the whole schedule.

A marina is four businesses sharing a parking lot. A dock crew whose day is decided by how many boats move; a fuel dock that is a licence and a bottleneck before it is a job; a yard full of skilled trades whose busiest weeks are the ones nobody is boating; and an office fielding a radio call from a transient who will arrive in forty minutes. They peak on different days, in different months, for different reasons.
Most scheduling guidance for outdoor businesses reduces to "watch the forecast and staff lighter when it is bad". At a marina that advice is half wrong in a way that costs money, and this guide is mostly about the other half.
Four crews, four different clocks
Model these as separate departments with their own shift types and coverage rules. The reason is not tidiness — it is that a single roster averages four demand curves that peak at different times and produces a number that is wrong for all of them.

If you also run a launch service to a mooring field, or dry-stack storage with a forklift, treat each as its own coverage requirement for the same reason: both stop entirely without a specific qualified person.
Wind is the demand signal, not rain
This is the single most useful correction to generic weather advice. A marina can be busy in light rain and dead on a cloudless afternoon at 25 knots. Recreational boats do not leave the slip in a chop, so wind speed and sea state predict your dock traffic far better than precipitation does.
A small craft advisory — issued at sustained winds somewhere around 20 to 33 knots, depending on the region and the water — is close to a demand forecast in disguise. When one is up for a Saturday, the dock crew you rostered for a busy day has very little to do.
The staffing forecast returns seven days for any venue with the staffing consequence attached, and it flags wind alongside rain, heat and cold. Type in your harbour and see whether next weekend is a boating weekend.
Bad weather moves the work rather than removing it
At a golf course, a washed-out day removes demand and the right answer is fewer people. At a marina the yard does not care about the weather, and in several ways prefers it bad: engine work, bottom paint, canvas, rigging and warranty jobs all get done faster when nobody is asking for their boat back.
So the move on a blown-out Saturday is usually not "send four dockhands home". It is "two dockhands cover arrivals and the fuel dock, and the other two are in the yard with a list". That is a better answer for the labour line and a much better answer for retention — seasonal staff who get sent home twice in a month start looking for a job that pays for a full week.
It only works if you set it up in advance. Two things make it possible:
- Cross-train deliberately, and record it. A dockhand who can also shrink-wrap, pressure-wash a hull or run the ship's store is a person you can move rather than send home. That is a hiring and training decision made in April, not a decision made at 7am in the rain.
- Write the wet-day plan down before the season. Who moves, to what, and who decides — so the call takes one text rather than four conversations while it is already raining.
The two crunches are the whole staffing year
Spring launch and fall haul-out are the largest labour events a marina has, and they are nothing like the steady summer they sit either side of. Several hundred boats have to come out of the water, get pressure-washed, blocked, winterised and wrapped, inside a few weeks that the weather keeps interrupting — and every one of those steps needs a different person.
What makes the crunch hard to schedule, specifically:
- The lift is the constraint, and it is one machine with one qualified operator. Coverage on a haul-out day is not "six people in the yard" — it is "a certified lift operator, plus a crew that cannot start without them". Losing that person to a sick day stops the day, not slows it.
- Where the water is tidal, the working window is not the working day. Haul-outs and launches are constrained by depth at the slip and at the lift well, so the shift that matters may start at 5am one week and 10am the next. A fixed shift pattern fights the tide table every day.
- It is weather-interrupted, so the plan slips constantly. A day lost to wind pushes every booking behind it, which means the schedule you published on Monday is wrong by Wednesday — and the people who need to know are outdoors and not at a desk.
- It runs against a hard customer deadline. The first freeze does not negotiate, and neither does an owner who wants their boat in the water for a holiday weekend.
September is where the two problems collide
The fall crunch begins at almost exactly the moment a seasonal marina crew evaporates. Dockhands are disproportionately students, and their availability does not taper — it ends, in a single week, when term starts. You lose your most flexible labour in the same fortnight your yard needs the most hands it will need all year.
This one is genuinely solvable in advance, and almost entirely by scheduling rather than by hiring:
- Ask for the end date when you hire, not in August. "When does your term start, and will you be around weekends after that?" belongs on the application. Some will stay for Saturdays; you will never find out if you ask in the last week of August.
- Get September availability in writing by mid-July, while everyone is still around and cheerful, and build the haul-out schedule against it rather than against last year's roster.
- Book the crunch weeks first and the summer around them. The scarce resource is October labour, not July labour.
Coverage is sometimes a name, not a number
Most scheduling tools model a shift as "how many people". A marina has at least three shifts a week where the honest requirement is "this person or one of these two" — the fuel dock attendant, the lift operator, the forklift driver in the dry stack.
Model those as roles with the qualification attached, and set the coverage requirement on the role rather than on the shift. The payoff is that "we are covered" stops being a count that can be true and useless at the same time: three people rostered on a Saturday, none of whom can legally pump fuel, is a fully-staffed day with the fuel dock shut.
Overtime, and why the pay period matters more here
Marina overtime is not spread through the year. It lands in the two crunches, when everyone is already at the top of their hours and a weather day has just pushed four haul-outs into next week.
Because the crunch is exactly when hours get moved around, the check has to run while the shift is being assigned, against the pay period rather than the calendar week. A marina on a two-week period starting on a Sunday cannot answer "is this overtime?" by looking at a Monday-to-Sunday grid — and during haul-out that question comes up several times a day.
Rest between shifts deserves the same treatment. A late launch followed by a 5am tide-window haul-out is legal in most places and a genuinely bad idea in an operation where people are moving forty-thousand-pound objects over water.
A checklist for the week
- Check wind and sea state across the whole week, not just precipitation, before publishing.
- For each likely blown-out day, decide who moves to the yard rather than who goes home.
- Confirm a qualified fuel dock attendant and lift operator on every day that needs one — by name.
- Where you are tidal, check the working window against the tide before setting haul-out start times.
- Look at hours-to-date in the pay period for anyone near the threshold before assigning the last shifts.
- Check rest gaps for anyone working a late launch and an early lift.
- Publish to every crew at once, and push the changes the same way — because half your staff are on a dock and none of them are at a desk.
How do you schedule marina staff around the weather?
Use wind and sea state rather than precipitation as the demand signal — recreational traffic stops in a chop long before it stops in light rain. Then plan to move people rather than send them home: the yard is busiest when the docks are quietest, so a blown-out day is usually a redeployment to service, wrapping or maintenance work rather than a reduction in hours. That only works if staff are cross-trained on purpose and the wet-day plan is written down before the season starts.
How many staff does a marina need?
It depends on slip count, whether you run a fuel dock, a yard, dry stack or a launch service, and how much of the work is contracted out. The more useful question for scheduling is coverage per role per shift rather than a headcount: several marina roles — fuel dock attendant, travel lift operator, forklift driver — are qualification-gated, so a shift can be fully staffed by number and still unable to open a revenue centre.
How do you staff the fall haul-out?
Build it against confirmed September and October availability collected in mid-summer, not against the summer roster — student dockhands leave in a single week, right as the crunch begins. Schedule around the constraint rather than the headcount: the certified lift operator is the limiting resource, and where the water is tidal the working window moves daily. Expect weather to push bookings and choose a way of republishing the schedule that reaches people who are outdoors.
