An 18-hole golf course runs maintenance, outside services, pro shop and food and beverage; a marina runs dock, fuel, service and office. Both are past ten people before peak season and both are often more than one location in practice. For those operations the free plan is not a smaller version of the product — it is a different shape.
The two-sentence answer to "but Homebase is free"
